Jenner is one of the rats of NIMH and lives in their community in the rose bush, near the house of Farmer Fitzgibbons. He is very selfish and immoral, for he is opposed to moving the rat community to Thorn Valley, instead wishing that it remains in the rose bush and continues to steal for a living.
