Plutarch Heavensbee (Philip Seymour Hoffman)
One of the leaders of the rebellion residing in District 13, he managed to pull the strings for the rebellion behind the scenes in the Capitol during the 75th Hunger Games by pretending to work for President Snow as the Head Gamemaker and helped Katniss and a few other tributes escape the arena.
